These people are dopes and should be charged with child engangerment for putting the birthing baby in jeopardy with their clueless actions.

Because he was a dickhead about the situation... He held up the mother getting to the hospital when she was in heavy labor.
Yes, there are plenty of hospitals that are closer. BUT, Anonymous Asshole, the couple chose Mt. Auburn because that is where they were comfortable giving birth at.
And when they set out on their trip to the hospital, they weren't fully expecting to hit such heavy traffic.
What Trooper Galluccio did was dangerous to the mother and the baby's health. Regardless of what the husband's past driving record is, the officer should not have been such a major DICKLESS JERK. he should have HELPED the mother.
I mean, when the couple told him that two other troopers had ENCOURAGED THEM TO DRIVE IN THE BREAKDOWN LANE, all he had to do was radio them to confirm it. He would have seen that the couple were not lying or being irresponsible... That they in fact were doing as they were instructed.

The bottom line is that the couple was GIVEN PERISSION TO DRIVE IN THAT LANE by two other law enforcement profesionals. If Tropper Galluccio wasn't on his power trip (or, if he wasn't lazy -because it's one of the two), he would have quickly verified that.

You've obviously never been through the pains and fear of giving birth to a child. Yes there are other hospitals, but, being a mother myself and working in health care, I would not trust my life and that of my child's to a doctor that I do not know nor trust. It may seem superfluous, but not being naive to the situation I realize the importance of making the decision of choosing a competent doctor.
Also, from what I read, the husband did have 6 speeding tickets, but within the last 20 YEARS. Therefore, they AREN'T within recent years. However, in this case, that information is a nonessential piece of evidence anyways. THE WOMAN WAS IN LABOR, not trying to make it to a hair appointment!

I would have let the motherfucker chase my ass all the way to the hospital and arrest me there after I'd given birth.

lets not fucking defend someone who endangered the life of the mother and baby on the side of the road while he went about other business.
Regardless, I think it was reckless to drive thirty miles in Boston rush hour in allegedly heavy labor. It posed a risk to the mother, child, driver, and everyone else on those roads.
They admitted that they knew rush hour travel could be difficult. The husband's driving record shows a continued and blatant disregard for the law.
I am just thankful that they did not injure any innocent travelers along the way.
The bluster here about lawsuits is ridiculous. Even a claim of infliction of emotional distress (the only claim I believe fits the pattern of facts) is going to lose - even if emotional distress was caused, the case doesn't satisfy the necessary element of extreme and outrageous conduct, particulary since: 1) there will be consideration given to the ability of the trooper to exercise judgment in these types of situations; 2) the couple was violating the law; and 3) they twice refused medical assistance offered by that trooper. It's still a long way from where they were stopped to Mt. Auburn, particlarly at that time of day. All of that would weigh against any claimant.
Moreover, the fact that they were permitted to travel in the breakdown lane of two other, different highways is irrelevant. The trooper's assessment of situation given the road, traffic, and weather conditions at that time and on that road is and should be an independent decision.
I'm not saying the ticket should have been given. But there are two sides to every story.
Can you imagine if the couple had hit another individual or car in the breakdown lane? It would be the first two troopers being excoriated around the web, not the third trooper.
